　　Funding issues of universities as non-profit organizations are always worth debating, such as the utilization and diffusion of the funding and rational source of the funding. Some people support the idea that funding from government can only be used as scholarships for the best students, and

　　funding for universities can just come from student fees and private organizations rather than government.

　　Initially, there is no denying that using government funding as scholarships to inspire students who really work hard and well is reasonable and acceptable. Nonetheless, the funding should be more multifunctional instead of providing scholarships only. Another main function of funding

　　from government is that students from financially limited families who cannot afford their study or living in universities should be supported financially, no matter whether they belong to best students or not. Compared with offering scholarships for few students, students’ aid aiming at providing fair educational opportunities to students in privileged families is more necessary.

　　On the other hand, some researches of universities need to be sponsored. Researches concerning new technologies can often easily find funding from some companies due to its economic value of the outcome of researches, whereas some researches in relevance to social science, such as policy

　　study, are facing a serious problem lack of financial support. What is obvious is that government funding as a multifunctional funding for universities should cover this area.

　　Utilization of funding for universities ought to be various and diverse, and hereby an open funding pool for universities is quite necessary. Apparently, it is not a rational structure of funding sources that majority of funding come from government, student fees and private organizations. Other channels for funding sources, namely, need establishing, i.e. donations from individuals and financially sponsoring from companies.

　　To summarize, of many funding sources, government funding is the most indispensable one, the function of which ought to be maximized, covering scholarships, students’ aid, and researches and so forth. Simultaneously, a diversified and sufficient funding pool is regarded as a prerequisite

　　supporting multi-functional funding for universities.

　　关于类别重复不一定，比如这个月考过关于教育的，下次考可能也会与教育沾边的，因为言之有理即可，所以一个问题可能覆盖面很广

　　1． 小作文中频频出现地图题，这种题型在2000年之前是常考的，比如有问超市所选地点的图等，在2000年考过微波炉的工作原理之后就销声匿迹了将近7年，在2007年11月的第一次考试中又出现了地图题。其实地图题属于introduction类型的小作文，和我们经常看见的process/flow chart还有所区别，前者主要抓住流程，后者是介绍工作原理或是综合性说明的题型。今后考生要适当关注这种题型的复苏。

　　2． 地图题有两种类型，一种是二选一类型，也就是说在两个地点中选择一个地点，可能是超市，可能是体育馆或机场，这样的话可以参考mini-mba的写作，进行swot分析，有点像大作文的框架，只不过内容要少得多。第二种是发展型的题目，就是阐述一个事物发展的过程，比如说火车轨道的发展，有点像流程图，但是区别在于流程图是好几张图，地图题还是一张图。

　　3． 2008年，大作文中考官对你的文章会特别关注两个方面：一个是文章的段落安排。以前考官不会去关注文章的分段或层次，比如说你可以写一段超过100字的段落，其实最合理的段落字数分配应是30-60-60-60-30之类的文章，当然根据题型需要段落数可以不同，但是建议考生的opening和ending段不用写太多的字数。第二，考官对大作文评分标准的第二点cq(communicative quality)也十分严格，中国考生的文章往往让老外看得很累，原因是没有topic sentence的习惯，没有clear opinion的习惯，这其实是缺乏做outline的习惯，一篇观点清晰、表达明确的文章每一段的发展过程应是topic sentence+2(3) supporting sentences + minor example + flow-back sentence，这样的表达是最高效的，能够在可怜的阅卷时间中脱颖而出。

　　4． 口语卡片三周内不用？近期考试的人发现，网上预测的卡片几乎在考试中从不考，原因在于考官深知以前10篇常见part one topics和12篇常见part two topics已经被考生捏死，大家当成圣经背，每次考完以后大家就会把考题相互散播，以便后来考生运用。所以近期考官明显加大了topic cards的跨度，对三周之内的卡片原则上不会再大幅使用。还需要指出的是，即使使用相同的卡片，提问的问题和方式也会有不同，比如有一个连续四年考试的卡片describe your favourite/meaningful photo，但是考官在里面可以随心所欲地提问，比如说问你do you like to store your pics in the computer or like to have them printed这些问题就非常地写意了，考生绝对不能以不变应万变，死背某些答案了。最后，第一阶段的提问加入了不少关于过去的提问，比如：when did you learn to use a computer 这些问题以前总在第二或第三部分出现，现在有提前的趋势，请考生加以注意。

　　5． 半分标准的权威解析。对于2007年7月后出现的写作、口语设立半分的新要求，首先明确在写作中，每个task还是会给出整分（band 5/6/7/8），由于以前没有半分，那么主要看大作文的分数，比如task 1和task 2的分数分别为6和7分，那么总分一定为7分，如task 1和task 2的分数分别为5和7分，那么总分为6分，现在根据新的标准来说，前者还是7分，后者可以达到6.5分。所以总体上sub-band的设立总体对写作是有好处的。对于口语来说，传统四个评分模式(fluency/vocabulary/grammar/pronunciation)还是会打出整数分数，也不会有半分的出现。但是如果分别得到5/5/6/6，那么现在你的总分就是5.5，以前的打分是5分。

　　6． 口语中pronunciation的打分是偶数级的，即2/4/6/8。以前的考生想拿7分，pronunciation就最好要拿到8分，这是十分困难的，拿到6分就十分被动了。现在即使拿到六分，只有保证在四个项目中拿到两个7分，就可以确保有6.5了。所以总体上讲，口语和写作的半分模式的设立对于考生总体上还是有利的。
